Where Pakistan buys its fuel: Singapore and Malaysia overtake Oman in September 2026

Fuel is Pakistan's biggest import: US$1.59 billion in September 2026, almost a quarter of everything the country bought. The total barely moved, but the suppliers changed sharply. Oman's fuel shipments fell from $534m to $162m, while Singapore and Malaysia together rose from $216m to $509m.

How much fuel does Pakistan import?

Mineral fuels and oils (chapter 27) cost Pakistan US$1.59 billion in September 2026, 24.3% of the month's $6.57 billion import bill. That was close to August ($1.63bn) and July ($1.54bn). See the full breakdown on the fuel and oil imports page.

Refined products, e.g. petrol (2710)$652.5m$737.9m$764.8m
Crude oil (2709)$456.8m$431.6m$479.9m
Petroleum gases, incl. LPG (2711)$263.1m$267.2m$160.7m
Coal (2701)$134.8m$159.8m$160.7m

The big shift: from Oman to Singapore and Malaysia

Total fuel imports were stable, but the countries supplying them were not:

Fuel fromJulyAugustSeptember
United Arab Emirates$312.8m$313.0m$405.9m
Singapore$190.1m$160.3m$279.5m
Malaysia$37.4m$56.0m$229.9m
Oman$272.2m$534.0m$161.8m
South Africa$116.6m$146.8m$136.2m
Saudi Arabia$250.8m$179.3m$100.0m

In August Oman was Pakistan's second-largest supplier of anything, mostly refined products ($370.9m) and petroleum gases ($163.1m). In September both fell, to $139.0m and $21.1m. Malaysia moved the other way: its total exports to Pakistan jumped from $117m to $298m, making it the fifth-largest supplier country. See imports from Malaysia and imports from Oman.

Fuel is bought cargo by cargo, so one or two tankers can move a country's monthly figure by $100m or more. Treat this as a shift in where cargoes came from in September, and watch October before calling it a trend.

Petrol and other light oils

One tariff line dominates refined fuel: light oils such as petrol (PCT 2710.1210), worth $699.6 million in September, about 900 million litres. It is concentrated among 14 importers. Singapore supplied 40%, Malaysia 33% and Oman 20%. More than half (53%) was cleared at Port Qasim, with 19% recorded at Multan and 16% at Karachi. See refined petroleum product imports.

Crude, gas and coal

  • Crude oil: $479.9m, of which $401.1m from the UAE, the main reason the UAE was the top fuel supplier in September.
  • Petroleum gases (2711): down to $160.7m from $267.2m. Iran supplied $73.8m and Oman $21.1m, down from $163.1m in August. See petroleum gas imports.
  • Coal: $160.7m, mostly from South Africa ($136.2m), with Indonesia ($18.0m) and Mozambique ($6.3m).

What duty is paid on fuel?

Fuel imports carried an effective 29.2% in duties and levies in September 2026. Customs duty was 2.6% of assessed value, regulatory duty 4.4% and sales tax 4.4%. The largest part, 16.7%, was recorded as other levies. On light oils such as petrol the effective rate was 46.5%.

These are the amounts actually paid in September 2026, not the tariff schedule. Fuel levies change often, so confirm the current position before relying on them. Compare any product in the import duty finder.

What it means for traders and freight

For tanker, ISO tank and bulk operators, Singapore and Malaysia are now the busiest sources of refined fuel into Pakistan, while UAE crude remains steady. Coal from South Africa and Indonesia keeps dry-bulk volumes stable. October's figures will show whether Oman cargoes come back.
